Two systems connecting the Ark to the outside world and to itself. L1-COM provides the Earth uplink — laser-optical comms deliver gigabit data rates across the Earth-Moon distance even when radio frequencies are congested or jammed, with RF backup for robustness. For the scenario where Earth is silent, COM also broadcasts the Ark's location as a beacon. L1-NAV gives every surface robot and internal system precise location awareness without depending on any external infrastructure — fully autonomous and self-contained.
