Technically, this is the right architectural choice for survival: surface settlement can support shielding, power generation, logistics, and scalable habitation in a way an orbital station cannot. NASA’s own roadmap now emphasizes robotic delivery, rovers, power systems, semi-habitable infrastructure, pressurized habitats, and eventually long-duration human presence, including partner hardware such as JAXA’s pressurized rover, ASI habitats, and CSA surface mobility systems.[1][4]
Ark priority: track whether NASA actually funds surface-enabling subsystems first—power, radiation shielding, thermal control, autonomous construction, cargo landers, and life-support redundancy—rather than prestige crew transport. The Ark should also ingest NASA’s phased architecture as a design baseline: short-duration habitat, semi-habitable outpost, then permanent base, because that sequence is the most plausible civilizational restoration pathway for the Moon.[4][14]
