NASA and Draper mutually terminated CLPS task order CP-12, a $73 million lunar lander mission awarded in July 2022. NASA said the cancellation followed delays tied to lander redesigns; the mission slipped from an original 2025 launch target to a projected landing in 2030 or 2031, making it incompatible with NASA’s lunar timeline. Reports indicate NASA had already obligated about $43 million before termination.
Technically, the failure mode is not launch vehicle risk but prolonged spacecraft redesign and schedule collapse inside the lander development chain. For lunar habitation and preservation, this is a direct warning: surface infrastructure cannot depend on single-vendor, multi-year development paths that drift by 5-6 years, especially for missions intended to support south-pole or far-side operations where cadence, redundancy, and spares determine survivability.
The Ark team should treat this as a procurement and architecture signal: monitor CLPS contract stability, subcontractor dependency, and redesign-induced delays; compare lander programs by time-to-fielding rather than nominal payload capacity; and prioritize modular payloads that can transfer between providers without requalification. Integrate the lesson into Ark logistics planning by requiring alternate delivery paths, frozen interface standards, and hard stop rules for schedule slips beyond 24 months.
