The Trump administration’s new policy, the “United States Government Policy for Stopping High-Risk Life Sciences Research,” ends federal support for research classified as dangerous gain-of-function (DGOF) and is scheduled to take effect in mid-November 2026.[1] The policy also adds oversight for certain international scientific collaborations and targets federally funded research in countries of concern or in places lacking adequate oversight.[1] In the broader policy context, the White House defined “dangerous gain-of-function research” as work on infectious agents or toxins with the potential to cause disease by increasing pathogenicity or transmissibility.[6]
The technical tradeoff is direct: stronger controls reduce the chance that federally supported research could amplify a pathogen’s harms, but infectious disease and biosafety experts warn that broad restrictions could also weaken preparedness for the next outbreak by limiting carefully regulated study of high-risk organisms.[1][7] For lunar habitation, this matters because closed habitats are extreme biosecurity environments; the Ark needs validated countermeasure pipelines, not just containment rules, and those pipelines depend on understanding pathogen evolution, diagnostics, vaccines, and therapeutics.[1][7]
Ark action: track the final implementation language before mid-November 2026, especially what counts as DGOF, what qualifies as “international research of concern,” and what exemptions remain for vaccines, therapeutics, diagnostics, and other medical countermeasures.[1][9] Preserve offline reference packages on pathogen risk assessment, dual-use review frameworks, outbreak modeling, and biosafety governance, and prioritize redundancy in non-live experimental methods such as computational design and simulation, which the policy summaries indicate are not prohibited unless tied to entities of concern.[9]
