For lunar habitation, the core risk is not the headline date but the failure of the refueling architecture: Starship HLS depends on cryogenic propellant transfer, a capability NASA’s watchdog says may not mature in time for the 2028 landing goal.[2][9] If this subsystem slips, then surface logistics, crew rotation, cargo cadence, and emergency rescue capacity all degrade, because the lander is the bottleneck for sustained human presence.[2][11] For a civilization-backup program, that means the Moon remains vulnerable to single-point failure in transport rather than becoming a robust, redundant refuge.
