The 2026 International AI Safety Report is the second edition of the report series mandated by leaders at the 2023 AI Safety Summit in Bletchley Park, and it synthesises current scientific evidence on the capabilities, emerging risks, and safety of general-purpose AI systems.[1][3] The report was published in February 2026, written by over 100 independent experts, and guided by nominees from more than 30 countries and international organisations including the EU, OECD, and UN.[2][3][4]
The report’s core framing is that the most capable general-purpose AI systems create three risk classes: malicious use, malfunctions, and systemic risks.[4] For the Lunar Ark, the highest-value implication is not only direct cyber or biosecurity misuse, but also the compounding effect of AI-driven speed, scale, and opacity on governance failure, making critical infrastructure, knowledge integrity, and emergency decision systems more vulnerable to rapid cascade failure.
